The Challenge

This commercial property management firm processed roughly 2,000 work orders per month across a mixed portfolio - office parks, retail centers, and light industrial properties. With an average cost per work order around 350,thatrepresented350, that represented 8.4 million in annual vendor spend across HVAC, electrical, plumbing, landscaping, janitorial, and general maintenance trades.

The data existed. The problem was that no one could make sense of it at scale.

Work orders flowed through three different systems depending on property type and vintage: a legacy CMMS that predated their 2019 acquisition, a newer cloud-based platform for a recently added portfolio, and a patchwork of spreadsheet tracking maintained by on-site facility coordinators. Vendor invoices arrived via email, portal submission, and occasional fax.

The result was fragmentation. A vendor might be performing well on one subset of properties while routinely missing SLAs on another - and leadership had no way to see it. Billing inconsistencies accumulated unchallenged because the team lacked bandwidth to normalize and analyze across systems. SLA breach penalties, which totaled roughly $75,000 annually based on contract review, were managed reactively: identified after the fact, disputed case-by-case, and rarely recovered in full.

The VP of Operations described the situation plainly: “We know the inefficiency is in there. We just can’t see it.”

Our Approach

The engagement began with a structured data diagnostic - 12 months of historical work order records, vendor invoices, SLA tracking logs, and contract terms. Before any AI could be useful, the data had to be normalized.

Understand the Data Landscape First

Initial analysis revealed the three systems did not share a common vendor taxonomy. The same HVAC contractor appeared under four different name variants across the datasets. Work order categories overlapped inconsistently between platforms. Completion timestamps were recorded in three different time zones without metadata indicating which.

This is typical in FM organizations that have grown through acquisition. It is not a technology failure - it is an operations maturity gap. The governance work of defining authoritative data standards had to come before the analytics work.

Build for Insight, Not Automation

The goal was not to automate work order dispatch - the client’s existing systems handled that adequately. The goal was intelligence: surfacing patterns that informed better vendor decisions, contract negotiations, and SLA enforcement. This distinction shaped every design choice. We were building an analytical layer on top of existing operations, not replacing them.

Governance and Accuracy from Day One

Because this engagement would produce reports used in vendor contract negotiations, accuracy standards were non-negotiable. We applied governance controls typical of higher-stakes analytics environments: data lineage tracking, confidence scoring on extracted values, and a monthly data quality review cadence. Findings below a defined confidence threshold were flagged for manual verification before surfacing to leadership.

The Solution

Phase 1: Data Normalization and Integration

We ingested 24 months of historical records across all three platforms via API and structured export. A purpose-built ETL pipeline:

  • Resolved vendor identity across systems using fuzzy matching and manual canonicalization
  • Standardized work order categories to a unified taxonomy aligned with BOMA International’s facility management classifications
  • Applied contract terms to each work order record to enable SLA status calculation
  • Flagged invoiced amounts that deviated from contracted rates by more than 5%

The output was a single normalized dataset representing the client’s complete work order history - queryable for the first time as a unified view.

Phase 2: AI Analytics Layer

With clean data in place, we deployed an analytics layer using a combination of statistical modeling and lightweight ML:

Vendor Performance Scoring: Each vendor received a rolling performance score across four dimensions - SLA compliance rate, invoice accuracy rate, repeat dispatch rate (a proxy for first-call resolution), and average cost variance from contracted rates. Scores updated monthly as new work orders closed.

Billing Drift Detection: Invoice amounts were compared against contracted rates at the line-item level. The model flagged patterns of systematic overbilling - not one-off errors, but consistent 3-7% markups on materials that a manual reviewer would be unlikely to catch across thousands of invoices.

SLA Breach Prediction: Using completion time patterns by vendor, work order category, season, and property type, a predictive model flagged open work orders at elevated risk of SLA breach 48-72 hours before deadline. This gave operations staff time to escalate proactively rather than document a failure after the fact.

Phase 3: Governance Reporting Cadence

Raw model outputs aren’t useful without an operational cadence to act on them. We built a monthly reporting workflow:

  • Vendor scorecards delivered to the VP of Operations on the first business day of each month
  • SLA breach risk alerts integrated into the operations team’s communication platform via webhook
  • A quarterly executive briefing package with portfolio-level trend analysis and contract renewal recommendations

We also documented the data governance framework: source definitions, update frequencies, confidence thresholds, and escalation paths for anomalies. This documentation ensures the client’s team can maintain and extend the system without depending on us for institutional knowledge.

Implementation

The engagement ran 14 weeks from data access to first monthly briefing. The first six weeks were entirely data work - normalization, canonicalization, gap identification. Analytics models went into development in week seven, with parallel validation running against known historical outcomes to calibrate accuracy.

The operations team received training on how to interpret vendor scorecards and SLA alerts before the first live briefing. A score of 71 out of 100 is only useful if the recipient understands what drives it and what action it implies.

Change management in FM organizations often centers on field coordinators who have long-standing vendor relationships. Some of those relationships exist for good operational reasons. Others persist because no one has had data to question them. We framed the analytics not as a tool to override human judgment but as a way to give coordinators better information for decisions they were already making.

Results

Findings from the first 90-day analysis period:

Lessons Learned

Data quality work is not preliminary - it is the work. The first six weeks felt slow from the client’s perspective. There were no dashboards yet, no findings to report. But without the normalization layer, any analytics findings would have been unreliable. The governance foundation made outcomes defensible in vendor negotiations.

Start with the audit trail. FM organizations frequently cannot tell you with confidence what they paid a given vendor last year. Before automating anything, establishing an auditable, queryable record of historical spend is itself a deliverable of significant value.

Predictive alerting only works if someone acts on it. The SLA model performed well in testing, but operational value depended on the team having enough capacity and process clarity to act within the 48-hour window. We underestimated the change management work required and had to revise the alert format and escalation path mid-implementation.

Vendor relationships are political. Some billing variance findings touched vendors that had provided reliable emergency service over the years. The analytics were accurate, but context matters. The goal was better vendor intelligence, not a blunt instrument for contract termination.

Looking Forward

The client is evaluating two extensions of the current system:

First, integrating capital planning data to correlate work order frequency and cost by equipment type and age. This would enable predictive maintenance prioritization based on actual cost trajectory rather than manufacturer schedules - potentially shifting a portion of reactive spend to planned maintenance, which typically runs 30-40% less per incident.

Second, extending the vendor scorecard model to include subcontractor performance data, which is currently invisible in work order records. For large multi-trade projects, subcontractor quality often drives outcomes more than the prime vendor relationship.

Both extensions build directly on the normalized data foundation already in place. The governance framework scales naturally.
